We use used to / didn’t use to + verb to talk about things that happened repeatedly or were true for a long period of time in the past, but are usually not true now, e.g. things which happened when you were a child.

We use the be going to + infinitive to talk about future plans or intentions
We also use the be going to + infinitive to make a prediction when we know or can see that something is going to happen, e.g.
It's winter there so it's going to be cold.
